Photo Identification Requirements Effective August 1

Dear Valued Client,
This communication is to update you on a new requirement regarding Photo Identification when individuals visit a clinic for testing, effective August 1, 2022.
Individuals who are visiting a clinic for services should be made aware of the following expectations and procedures:
For Non-DOT pre-employment, pre-access, and health surveillance-related services:
Valid government or employer-issued photo identification is mandatory.
Valid government issued photo identifications that are acceptable include a driver’s licence, firearms licence, provincial identification card, passport, and status cards.
Expired government issued driver’s licences are not acceptable UNLESS the participant has an interim driver’s licence and has kept their previous expired driver’s licence, as a form of government-issued photo identification.
- Health cards will not be accepted. Health cards are only to be used as identification for obtaining provincially insured/publicly funded health services.
If a participant arrives for their appointment, and they do not have a valid government or employer issued photo identification, testing will not be completed, and no-show charges will apply.
The participant’s appointment will need to be rescheduled and they must bring appropriate photo identification to their next appointment.
For Non-DOT random, reasonable cause, post-incident, return-to-duty, and follow-up related services:
If a participant does not have government or employer issued photo identification, DriverCheck will allow for a designated company contact to verbally identify the participant.
The verbal identification needs to come from an appropriate contact (i.e., supervisor, manager, executive) who can confidently provide a verbal description of the participant.
Alternatively, the appropriate company contact could attend the appointment with the participant to confirm their identity.
If a participant doesn’t have government or employer-issued photo identification, and DriverCheck is not able to reach a designated company contact or there is no company contact accompanying the participant for their appointment, testing will not be completed until we are able to positively identify the participant. This means the participant may have to wait until their identity has been verified, which could incur additional fees.
Clarification on ‘No-Show’ Fees
A ‘No-Show’ fee will now be applicable if someone doesn’t attend their appointment or if someone doesn’t have appropriate photo identification for pre-employment, pre-access, and health surveillance appointments.
FAQ – What Your Staff Should Expect When Visiting a Clinic
Below is a link to a useful resource to share with your staff that outlines what visitors should expect (including procedures) when going to a DriverCheck clinic.
The Photo Identification requirements do not apply to US DOT regulated testing. Under Title 49 CFR 40.61(c) of the regulations it states that positive identification by an employer representative (not a co-worker or another employee being tested) is acceptable. If the employee cannot produce positive identification, the collector/technician must contact a DER to verify the identity of the employee.
